Based on a true story, an idealistic engineer builds his own island off the Italian coast and declares it an independent nation. In 1968, Giorgio Rosa founded the independent state. “The Isle of Roses” op, located near Rimini and built on a platform outside territorial waters.

However, the Italian government declares him an enemy because it is losing income due to the large number of tourists that Rose Island attracts.
